Pursuant to the provisions of Article 24 of Circular 37/2023/TT-BGTVT it clearly states as follows:

Regulations for means of transport

  1. Means of transport are cars and trailers, semi-trailers traveling on roads, with a vehicle registration certificate and license plate issued by a competent authority of a Contracting Party.
  2. Commercial vehicles are vehicles involved in transporting people and goods for a fee, including:

a) Passenger vehicles with 10 seats or more (including driver);

b) The taxi has 05 seats (including the driver) and has the symbol “Taxi” on the roof;

c) Trucks, trailers, semi-trailers.

  1. Non-commercial vehicles are passenger cars with no more than 09 seats (including the driver) and cars carrying goods without collection, including:

a) Vehicles of agencies and organizations on official duty;

b) Personal vehicle;

c) Vehicles of enterprises and cooperatives serve the business activities of those enterprises and cooperatives and do not participate in transporting people or goods for a fee;

d) Firefighting vehicles, ambulance vehicles, rescue vehicles, and vehicles performing humanitarian missions.

  1. The two Contracting Parties mutually recognize certificates of periodic technical safety and environmental protection inspection for means of transport used for cross-border transport issued by one Contracting Party.
  2. Vehicles entering the other Contracting Party must comply with regulations on compulsory motor vehicle insurance for motor vehicles according to the regulations of that Contracting Party.
  3. Means of transport across borders, in addition to the registration plate, must be affixed with a national distinguishing symbol and an intermodal badge of the country where the vehicle is registered, issued by the competent authority granting the Intermodal Permit between the two countries. Vietnam and Cambodia provide that means. The national identification marks for motor vehicles of each Contracting Party are as follows:

a) Kingdom of Cambodia: KH;

b) Socialist Republic of Vietnam: VN.

  1. Vehicles in transit and vehicles crossing borders when participating in traffic must meet the following technical requirements:

a) Maximum vehicle length is specified in detail in Appendix XIV issued with this Circular;

b) Maximum vehicle width is specified in detail in Appendix XV issued with this Circular;

c) Maximum vehicle height limit is detailed in Appendix XVI issued with this Circular;

d) Maximum overhang at the rear of the vehicle is specified in detail in Appendix XVII issued with this Circular.

Pursuant to the provisions of Article 25 of Circular 37/2023/TT-BGTVT it clearly states as follows:

Regulations for drivers and on-board service staff

  1. Drivers crossing the border must carry valid, valid documents when entering or exiting the border and be subject to inspection and control by specialized agencies at the border, including:

a) Passport or international travel document valid in lieu of passport and visa issued by a competent authority (except in cases of visa exemption);

b) National driving license or international driving license suitable for the type of vehicle you drive.

  1. Service staff on vehicles crossing borders must carry passports or international travel documents valid in lieu of passports and visas issued by competent authorities (except for visa exemption cases). Valid upon entry and exit at the border gate and subject to inspection and control by specialized agencies at the border gate.
  2. The documents specified in Clauses 1 and 2 of this Article must be printed in the national language and the language of the Host Country or the national language and English. In case it is not printed in the host country’s language or English, an English translation certified or notarized by a competent authority must be attached.
